Workers Cheat Time at Free Library


The City Controller conducted an investigation of time use by Philadelphia Free Library maintenance workers following a report by FOX 29. The result of his investigation shows that “significant opportunities existed for maintenance employees to fraudulently report their work locations as well as their work time.” One painter—identified in the FOX 29 report—received payments he should not have received because he was working on projects that did not pertain to what he was supposed to be doing. Additionally, the investigation revealed that some workers earned “stand-by” pay, which is not allotted for Library employees.
