Philly’s Cops and the Piling-On Problem


Piling-on has been a problem for Philadelphia since before Commissioner Charles Ramsey took charge of Philly’s police force. Cops looking to earn extra cash add their names to arrest reports in hopes of being called to testify and—in turn—making some overtime money. Last year, Lt. Richard Brown retired—and is collecting a $43,000 pension—despite a complaint to Internal Affairs that officers under Brown were playing online poker while earning city money and reporting for court but never actually showing up.
