Carl Greene Loves Lawyers. Congrats, Philly. Our housing authority spends way more on legal fees than other housing authorities in this country. According to this report, controversial former PHA head Carl Greene — who you can read more about in our February issue — surrounded himself with legal counsel. “”He covered himself with lawyers,” one former employee explains. “Whenever someone asked anything, he had to have his legal protection.” [Inquirer]
