Up to 90 Percent of Philadelphia Youth Unacceptable for Military Service. A study conducted by a nonprofit found that 9 out of 10 17-to-24-year-olds in Philadelphia couldn’t be accepted into the military because they’re undereducated, physically unfit or have serious criminal records.
