More Animal Hoarding in Port Richmond

SPCA officials say that 32 Pomeranians and Chihuahuas were removed from a house in Port Richmond earlier today after Philadelphia Police were on the same block to serve a drug-related arrest warrant. The dogs were pulled from adjacent rowhomes after being kept in vile conditions. How are there so many people in the city struggling with the concept that there is such a thing as too many dogs?
