Rat’s has a colorful French country vibe of Monet reds, blues, yellows and lavenders; rustic tables and chairs are juxtaposed with Beetlejuice-style circular banquettes. But while Rat’s (run by Stephen Starr) is whimsical, and even silly at times, its executive chef, Kevin Sbraga, has serious ambitions. He presides over a French menu that employs organic produce in almost every dish.
