The Philadelphia Fire Department Is Racist and Slow

A recent Pennsylvania Intergovernmental Cooperation Authority report shows that the Philadelphia Fire Department has below average response times. Apparently, the response times for medical emergencies are terribly slow. Also, the city’s firemen are battling low morale and racial strife. The report also states that management-labor tension is a large contributing factor to the low morale and that the department, as a whole, is resistant to change. Is there any other municipal entity that would like to under-perform? [CBS 3]
