Our top picks for fancy-fun frocks to wear to ring in the New Year

There are tons of fab looks you can sport to your New Year’s fête: skinny black pants + paper-thin tee + fitted tuxedo jacket; high-waisted, wide-leg pants + sleeveless silk top (tucked in) + major earrings + an armful of bangles; gray jeans rolled up just above the ankle + metallic strappy heels + super-embellished top. But sometimes nothing but a classic (or not) party dress will do. Here are my top picks for fancy-fun frocks to wear to ring in the New Year — and three out of the five are under $200. Happy 2009!
