Three Arrested in Fairmount Park Murder

Two arrests have been made in the murder of 26-year-old Chester native Toy Charda Bryant, whose body was discovered in Fairmount Park on June 14th. 

Police said Shavon Armstrong, 39,  also known as Palliadium Smith, surrendered to investigators at police headquarters on Friday. Armstrong, of Wilkes Barre,  was charged with murder, criminal conspiracy, kidnapping, robbery, and other related offenses.

Shintele Smith, 28, of South Bialy Street, was arrested Tuesday and charged with murder, criminal conspiracy, kidnapping, robbery, unlawful restraint and related offenses.

Police arrested Keith Bullock, 32, of Chester, on June 22nd. Bullock has been charged with conspiracy to commit murder, kidnapping, and unlawful restraint.

Bryant’s body was found face-down and handcuffed at 8:30 a.m. near the Mann Center for Performing Arts in West Fairmount Park. Police believe the young woman was murdered and elsewhere and then dumped in the park.

She was pronounced dead on the scene, having sustained multiple stab wounds and a gunshot wound to the back of her head. Investigators said defensive wounds on her hands prove she fought to defend herself.

According to a 6abc report, Bryant’s killers were her friends, and allegedly took her life over an $800 debt that she hadn’t paid. All three have been denied bail, and preliminary hearings are scheduled on July 6th for Armstrong and Smith.
