Police Arrest Bucks County Man Accused of Holding a Dozen Girls in His Home

Police say the parents "gifted" their daughters to the Feasterville man for financial reasons.

Police have arrested a Bucks County man accused of holding a dozen girls in his home, nine of whom were allegedly “gifted” to him by their parents.

Lee Kaplan, 51, is accused of statutory sexual assault and fathering two children with the oldest daughter, along with aggravated indecent assault and other charges. The first daughter was conceived when the girl was just 14, and the second was born six months ago, according to police.

Police said the parents of the children, Daniel and Savilla Stoltzfus, “gifted” the man all nine daughters because Kaplan helped them avoid unmanageable debt.

There were 12 girls total living at Kaplan’s Feasterville home, ranging in age from six months to 18 years, police said. Investigators and dogs raided the home on Old Street Road Saturday after attaining a search warrant.

A neighbor of Kaplan’s, Kevin Rihl, told the Inquirer he contacted police about a year ago when he noticed girls dressed in Amish clothing in Kaplan’s yard. Rihl said he had met with two detectives and a former police chief.

Robert Hoopes, the Lower Southampton public safety director, told the Inquirer police had visited the home once but had not previously attained a warrant to enter the home through probable cause. Officials took action after receiving a call Wednesday reporting Kaplan to the child-welfare hotline.

Multiple neighbors told the Inquirer and 6ABC that they had previously called police after suspecting unusual activity on Kaplan’s property.

Police told the Inquirer that the girls have been removed from the property and put into child-welfare care.

Daniel and Savilla Stoltzfus are facing child endangerment charges. They, along with Kaplan, are each held on $1 million bail.

Police are still investigating.
