Chester County D.A.: Mom Injected Daughter With Heroin

On Monday, Chester County District Attorney Tom Hogan announced the arrest of 34-year-old Honey Brook resident Jessica Lynn Riffey, who stands accused of injecting two minors with heroin, one of whom is her 14-year-old daughter.

On October 1st, West Caln police visited the Riffey home in response to a call to investigate the wellbeing of the daughter. According to an affidavit of probable cause filed in the case, investigators determined that Riffey injected the daughter and a 16-year-old boy with heroin on “numerous occasions” over the previous two months and that Riffey’s boyfriend, Jameson Burn, provided heroin to the two minors for snorting.

Investigators say that the daughter told them that her mother tied a drawstring of a hoodie around their arms to pronounce their veins before injecting them with the drug. The 16-year-old boy told detectives that he and the daughter snorted heroin off of a table in the mom’s bedroom. When police interviewed Riffey about the drugs, she admitted that she injected the children at least once but not more than three times, according to the affidavit of probable cause.

Court documents indicate that Riffey has been charged with endangering the welfare of children, possession with intent to deliver, and corruption of minors, in addition to other offenses. She is being held at Chester County Prison in lieu of $50,000 bail. Riffey was cited twice earlier this year for violating the compulsory school attendance statute, the law that requires you to make sure your kids go to school.

Riffey’s boyfriend was charged with similar offenses. Bail information is currently unavailable. He has an extensive arrest record, including a 2010 arrest in Chester County for aggravated assault. In that case, he pleaded guilty and was sentenced to 3-1/2 to 8 years in prison. In at least two cases previous to that, he pleaded guilty to simple assault as well as other charges.
