AVI Delayed, Schools Get $40 Million. City Council reached a compromise that called for the proposed property tax reassessment known as the Actual Value Initiative to be pushed back until next year. As part of the compromise, the bill raises real estate taxes and a separate business tax to help get the Philadelphia School District an extra $40 million. [Inquirer]

Paterno Family Releases JoePa’s Will. The Paterno family has made Joe Paterno’s will—and its single codicil—public in an effort to be more transparent. The family had previously asked that the will be sealed based on advice from their attorney. All tangible property was left to Joe Paterno’s wife, Sue. [Inquirer]

Cop Dies From Motorcycle Accident. A Philadelphia police officer has passed away days after he was involved in an off-duty motorcycle accident in North Philadelphia. [6 ABC]

PPD Tries Out Mini-Cameras. The company that makes the Taser has created a mini-camera that the Philadelphia Police Department will try out on some of its officers. Each device costs $1,000. The PPD will get about six devices to test. [Daily News]

Phillies Beat the Twins. Joe Blanton threw a complete game while Jim Thome hit another home run as the Phils topped the Twins 6-1. [Phillies]

Student Turns Himself In After Cheyney Threat. A student who sent a tweet threatening to, “pull a Columbine and Virginia Tech re-enactment” at Cheyney University has turned himself in. A university spokeswoman says the tweet was over an issue that seemed pretty benign and that most of the university’s response was out of precaution. [Daily News]

Woman Reportedly Stabs Boyfriend. Police are looking for a 22-year-old woman who allegedly stabbed her boyfriend to death Thursday night on West Tucker Street. [NBC Philadelphia]
