Police Captain Files Federal Sexual Harassment Suit Against Deputy Police Commissioner

Debra Frazier—a 49-year-old Philadelphia Police captain—has filed a federal sexual harassment lawsuit against the city and Deputy Police Commissioner William Blackburn. Frazier alleges that in 2008 Blackburn began calling and texting her almost daily back in 2008 and eventually began demanding sex for favorable treatment at work. The suit also suggests that Blackburn would ogle Frazier and once said “I should run you over,” as he drove past her in the parking lot of a gym. [Daily News]
