... city councilmen John Street and Franny Rafferty — ­neither one particularly known for his statesmanship — mixed it up in Council chambers after Street got angry and seized the stenographer’s equipment. Councilman Jimmy Tayoun grabbed Street from behind as Rafferty socked him in the face; the fracas ended with Street and Rafferty tussling to the floor. Street would later say he learned two things from the fight, one being that if he wanted to be an effective leader, he would have to control his fiery temper — a lesson that paved his path to the mayoralty in 2000. The other, he said, was “that I could pick up a 250-pound man above my head.”
