Two Off-Duty Philly Police Officers Involved in Shootings Tuesday

No one was shot and suspects in both incidents are in custody. Internal Affairs is investigating both incidents.

Two off-duty police officers fired their weapons at suspects in unrelated incidents Tuesday.

The first incident occurred at 1:12 p.m. in an off-duty police officer’s home; he entered his Wellington Street residence and noticed that some items were in disarray – the TV was missing, the rear window was open, and the rear kitchen door was slightly open. After hearing movement and voices in the basement, the 12th-district officer said he approached the stairs, drew his weapon and said “police.”

At that point Rick Mosley, also known as Ameen Mosley, allegedly charged toward the officer with a “dark metal object” in his hand, the off-duty officer said.

The officer, an eight-year veteran of the police department, said he shot once at Mosley, who fell down the steps.

Both Mosley and a second suspect, 22-year-old Lynel Henry, exited the house through the rear basement door, according to the police. After a brief foot chase, both offenders pulled away from the property in a green/blue van. Mosley was apprehended in the 3200 block of Wellington Street and Henry was apprehended at Brighton and Hawthorne streets by an off-duty detective who, as he was driving home, observed the off-duty officer’s chase.

There were no reported injuries. Both Mosley and Henry are being charged with burglary, criminal trespass, criminal conspiracy, flight to avoid prosecution, theft and related offenses.

The second incident occurred at 11:15 p.m. when an off-duty police officer was driving his motorcycle northbound in the 3400 block of North Broad Street. As he neared the intersection at Tioga Street, a green 2010 Chevy Monte Carlo two-door traveling southbound made a left turn in front of him and collided with him.

The 22nd-district officer was thrown from his motorcycle and landed on the road. The driver of the Monte Carlo attempted to flee the scene, but the motorcycle blocked his path.

The off-duty officer said that when he approached the driver’s door and identified himself as a police officer, the driver dislodged the car from the motorcycle and began to drag the off-duty officer, who remained at the driver’s door.

As he was dragged, the officer said he saw the driver retrieve a weapon from the vehicle. The officer, an eight-year veteran of the police department, shot three times as the vehicle fled east in the 1300 block of Tioga Street.

The officer was treated at Temple Hospital for abrasions to his knees and elbows and released.

The vehicle was later located on the 600 block of West Cambria Streets. The driver turned himself in. There are no charges at this time, and the investigation is ongoing.

Both incidents are being investigated by Internal Affairs and will be reviewed by the District Attorney’s Office.
