Stop into Tri-County Bicycles, hand over your ID, and tool away on a pretty powder-yellow beach cruiser, with ching-ching handlebar bell, for free! Absolutely free! Shop High Street, ogle the Victorian architecture, or ride the Schuylkill River Trail; Tri-County will even throw in a helmet, lock and map. How is this possible?
